As it has for the past two years, in August HRAI submitted a written set of proposals to the Federal Finance Committee for its deliberations on the 2021 federal budget. HR AI’s proposals focus on some key industry concerns around workforce training and development, as well as positioning the HVAC industry and its technologies positively in light of what is expected to be a key focus of the budget: stimulus spending that will promote energy efficiency and carbon emission reductions.

By necessity, the initial recommendations were quite general, but they were intended to align HRAI member interests with current priorities that have been declared by the government through public statements and ministerial mandate letters. HRAI was also aware that the government was gearing up for a “green economic recovery” to simultaneously stir the economy back to life post-COVID through strategic investments in jobs while also making progress toward the aggressive carbon-reduction targets of the Pan-Canadian Framework on Clean Growth and Climate Change.

Below are the four key recommendations that were submitted.

1. Establishing a national retrofit incentive program for industrial, commercial and institutional (ICI) buildings

Canadians seem to have accepted that recovering from the economic slowdown caused by the COVID-19 pandemic will necessitate significant and strategic investments in multiple sectors of the economy. HRAI is recommending that investments to improve the energy performance of commercial and institutional buildings will be among the most strategic investments that can be made. Such investments will deliver multiple benefits to Canadians. They can be targeted to lower energy costs, reduce or eliminate carbon emissions, improve occupant comfort and – in light of the newfound awareness of ventilation and indoor air quality (IAQ) – improve the health and well-being of building occupants, all while creating tens of thousands of high-quality, well-paid jobs in all parts of the country.

According to research by the Canada Green Building Council (CaGBC), Canada’s green building sector already contributes $47.9 billion to the national GDP and employs almost half a million people. According to a new CaGBC report, a government stimulus package that prioritizes green building can contribute almost $150 billion to the economy and employ 1.5 million people by 2030.

Recommendation 1: That the federal government introduce a national incentive program for building owners, managers and businesses to invest in industrial, commercial and institutional (ICI) retrofits of heating, ventilation and air conditioning systems to reduce greenhouse gas emissions while improving air quality and comfort.

2. Development of a household incentive program to encourage adoption of new technologies for heating and cooling in Canada’s residential building stock

Over 75 per cent of the homes and buildings that will be standing in Canada in 2030 are already built. Older homes are more expensive for owners to maintain, but they also provide the biggest opportunity for efficiency improvements. The government acknowledged the importance of upgrades and retrofits for households by announcing its intention to give interest-free loans (up to $40,000) to homeowners to make homes more energy efficient. While supportive of such financing measures, HRAI expressed skepticism that it would have much of an impact. If the government really wishes to move the bar on efficiency and reducing carbon emissions, more aggressive measures will be needed.

Recommendation 2: The federal government should explore the potential of delivering an incentive program to encourage investments in household energy savings and carbon emission reductions through new heating and cooling equipment.

3. Investing in connections between apprentices and employers for better transitions into the labour force

A longstanding concern of the HVACR industry is its aging workforce. In the 1980s, the average age of a refrigeration mechanic was 36; the average age now is 57. HVACR contractors struggle to find willing and motivated apprentices. Furthermore, if the government truly wants to see a meaningful transition to a low-carbon economy, there will be a need for extensive adaptive retraining.

The HVACR industry has most of the tools needed to navigate a transition to new technologies that deliver higher performance and lower emissions, but the skilled workforce to deliver those solutions will need support to adapt.

Recommendation 3: The federal government should immediately implement the Canada Apprenticeship Service, outlined in the mandate letter of the Honourable Carla Qualtrough, Minister of Employment, Workforce Development and Disability Inclusion, to bring more skilled tradespeople into the HVACR sector.

Recommendation 4: The federal government should invest in a workforce training and adjustment fund to assist industries in retraining and redeploying their personnel to meet the challenges of the new economy.

What’s next

When the federal government prorogued parliament in late August, deliberations of the Finance Committee, which reviews all submissions, were suspended as well – but that doesn’t mean the recommendations will be lost. HRAI has been in active discussions with key ministers such as Jonathan Wilkinson (Environment and Climate Change), Seamus O’Regan (Natural Resources Canada), and newly appointed Minister of Finance Chrystia Freeland, as well as leaders of opposition parties Erin O’Toole (Conservatives) and Jagmeet Singh (NDP), to ensure key messages find their way into both the Throne Speech on September 23 and the Fall Economic Statement which is expected to follow.

Time will tell which of these ideas will find their way into concrete policies and action. Intended to stimulate discussions on budget ideas, the proposals are not fully costed out and were really meant to open up dialogue with government officials on key industry priorities. Comme ces deux dernières années, l’ICCCR a soumis, en août dernier, une série de propositions au Comité fédéral des finances pour ses délibérations sur le budget fédéral 2021. Il s’agit des grandes préoccupations du secteur concernant la formation et le perfectionnement de la main-d’œuvre, ainsi que son positionnement et ses technologies à la lumière de ce qui devrait être un objectif majeur du budget : stimuler les dépenses qui favoriseront l’efficacité énergétique et la réduction des émissions de carbone.

Nos recommandations visent à aligner les intérêts de nos membres sur les priorités exprimées par le gouvernement dans ses déclarations publiques et les lettres de mandat ministérielles. En outre, nous étions conscients que le gouvernement se prépare à une « reprise économique verte » afin de coupler des investissements visant à stimuler la reprise économique d’après COVID aux objectifs musclés de réduction des émissions du Cadre pancanadien sur la croissance propre et les changements climatiques.

Voici les quatre recommandations que nous avons mises de l’avant.

1. Mise en place d’un programme national d’incitation à la rénovation des bâtiments ICI

Les Canadiens semblent avoir admis que la reprise économique nécessitera de vastes investissements dans de multiples secteurs de l’économie. L’ICCCR croit que les investissements visant à améliorer le rendement énergétique des bâtiments industriels, commerciaux et institutionnels seront parmi les plus stratégiques possibles. Ceux-ci produiront de multiples bienfaits. Ils peuvent

viser à réduire la facture de chauffage, à réduire ou éliminer les émissions de carbone, à améliorer le confort et (devant la récente sensibilisation à la ventilation et à la qualité de l’air intérieur) la santé et le bien-être des occupants, tout en créant des dizaines de milliers d’emplois bien rémunérés dans l’ensemble du pays.

Selon les recherches du Conseil du bâtiment durable du Canada (CBDCa), le secteur canadien du bâtiment durable apporte déjà 47,9 milliards de dollars au PIB et emploie près d’un demi-million de personnes. Selon un nouveau rapport du CBDCa, un programme de relance qui priorise la construction durable peut apporter près de 150 milliards de dollars à l’économie et employer 1,5 million de personnes d’ici 2030.

Recommandation 1 : Que le gouvernement fédéral instaure un programme national d’ incitation, pour les propriétaires d’ immeubles, les gestionnaires et les entreprises, à investir dans la rénovation industrielle, commerciale et institutionnelle (ICI) des systèmes de chauffage, de ventilation et de climatisation afin de réduire les émissions de gaz à effet de serre tout en améliorant la qualité de l’air et le confort.

2. Élaboration d’un programme d’incitation des ménages à l’adoption de nouvelles technologies de chauffage et de climatisation

Plus de 75 % des maisons et des bâtiments qui tiendront debout au Canada en 2030 sont déjà construits. Les maisons plus anciennes sont plus chères à entretenir, mais elles représentent le plus grand potentiel d’amélioration de l’efficacité. Le gouvernement a reconnu l’importance des améliorations et rénovations résidentielles en annonçant son intention d’accorder des prêts sans intérêt (jusqu’à 40 000 $) aux propriétaires pour rendre les maisons plus écoénergétiques. Tout en appuyant cette décision, l’ICCCR a exprimé son scepticisme quant à son impact. Si le gouvernement souhaite vraiment rehausser l’efficacité énergétique et réduire les émissions de carbone, il devra adopter des mesures plus musclées.

Recommandation 2 : Que le gouvernement fédéral étudie la possibilité d’offrir un programme pour encourager l’ investissement dans l’ économie d’ énergie et la réduction des émissions de carbone des ménages au moyen de nouveaux équipements de chauffage et de climatisation.

3. Investissement dans les relations entre apprentis et employeurs

Le vieillissement de la main-d’œuvre préoccupe notre secteur depuis longtemps. Dans les années 80, l’âge moyen d’un mécanicien en réfrigération était de 36 ans ; il est maintenant de 57 ans. Les entrepreneurs en CVCR ont du mal à trouver des apprentis motivés. De plus, si le gouvernement souhaite vraiment une transition significative vers une économie à faible émission de carbone, il devra prévoir un vaste recyclage adaptatif de la main-d’œuvre. Le secteur CVCR dispose de la plupart des outils nécessaires pour passer à des technologies offrant un meilleur rendement et des émissions moindres, mais la main-d’œuvre qualifiée aura besoin de soutien pour s’adapter.

Recommandation 3 : Que le gouvernement fédéral mette immédiatement en œuvre le Service canadien d’apprentissage décrit dans la lettre de mandat de la ministre de l’Emploi, du Développement de la main-d’œuvre et de l’Inclusion des personnes handicapées, Carla Qualtrough, afin d’attirer davantage d’ouvriers qualifiés dans le secteur CVCR.

Recommandation 4 : Que le gouvernement fédéral investisse dans un fonds de formation et de réaménagement de la maind’œuvre pour aider les industries à recycler et à redéployer leur personnel devant les défis de la nouvelle économie.

Et maintenant ?

En prorogeant le Parlement à la fin d’août, le gouvernement a aussi suspendu les délibérations du Comité des finances qui examine les mémoires. Mais cela ne veut pas dire que nos recommandations seront perdues. L’ICCCR a eu des discussions avec les ministres Jonathan Wilkinson (Environnement et Changement climatique), Seamus O’Regan (Ressources naturelles) et Chrystia Freeland (Finances), ainsi qu’avec les chefs conservateur (Erin O’Toole) et néo-démocrate (Jagmeet Singh), afin que nos messages aient une place dans le discours du Trône du 23 septembre et l’Énoncé économique d’automne qui devrait suivre.

Le temps nous dira lesquelles de nos idées accoucheront de gestes concrets. Nous n’avons pas chiffré nos propositions, puisqu’elles sont destinées uniquement à ouvrir le dialogue avec les représentants de l’État. Pour que le gouvernement comprenne nos priorités, il faut lui dire comment dépenser son argent.
